In March and early April, states across the country experienced unprecedented increases in applications for Unemployment Insurance (UI), with high levels of claims expected to be sustained over the coming months. Federal Reserve economists have estimated a 32 percent unemployment rate across the U.S. by June 2020.
The historic increase in UI demand has highlighted multiple ongoing challenges in UI technology, process and personnel that have only become more acute for UI administrators in today’s crisis. This issue brief examines three dimensions to strengthen technology infrastructure and provides four actions that agencies can take now.
