Administration of Public-Benefits Programs

The federal agencies that administer Medicaid, the Children’s Health Insurance Program (CHIP), the Supplemental Nutrition Assistance Program (SNAP), and the Temporary Assistance to Needy Families (TANF) Program have published guidance that is specifically tailored to assist States in their formulation of responses to the immediate crisis. 

To assist States in their efforts to fashion responses to the pandemic, we have collected and reviewed these materials. This guide identifies and summarizes the available emergency-response options, with a focus on the flexibilities that relate to eligibility and enrollment functions and practices.
