Matthew Michael Biller

Matthew (Matt) Biller is a Director in Infrastructure Capital Projects and Climate Advisory (ICA) with KPMG in New York with over 10 years of experience. Matt is a driven infrastructure finance professional and is well versed across various asset classes including broadband, public transit, toll roads, healthcare, and district energy.

Matt leads client engagements across multiple phases of the infrastructure project development lifecycle including strategy and business case development, financing and financial modeling, commercial structuring, procurement, contract negotiation, and design and construction. Matt is currently leading the development of various public private partnership (P3) middle-mile broadband projects and supports State Broadband Offices across the country in designing and executing their broadband grant programs.

One of Matt’s recent projects, a broadband middle-mile deployment across 600 miles of interstate in North Carolina, recently won a P3 award for best utilities project.
